The Head of Research & Policy will lead and oversee the research function of the DOC Research Institute. This is one of the central positions to Institute’s development and operations. He/ She will direct the research agenda of the Institute and manage/supervise the policy and research team. The Head of Research & Policy reports directly to the Chief Executive Officer (CEO).

Main duties

Scientific Strategy and Research Process

  • leads the development and execution of the DOC Research Institute’s agenda, and its ongoing refinement;
  • determines the most appropriate research products, medium and genre for the publication
    and promotion of work in a given area, provides recommendations on opportunities to support/initiate research programs or projects that are aligned to the DOC Research Institute’s agenda;
  • advises DOC senior management on new policy initiatives and partnerships opportunities;
  • monitors and reviews academic and private sector thought-leadership and their activity related to the Institute’s research field to ensure that agenda is consistently relevant and current;
  • engages authors for the Institute’s research publications, builds and maintains the network of such potential authors;
  • coordinates activities of research team, including but not limited to setting the key research priorities, devising overarching expert strategy, directing research activities in connection with overall Organization’s strategic plan, and securing the delivery of outputs and that they are produced at the highest standards of quality and timelines (e.g. reports, analyses, opinions, notes et. al);
  • develops a dissemination strategy to circulate the research products of the DOC Research Institute to the academic, policy and media communities;
  • builds and maintains relationships with key stakeholders, including government officials and staff, civil society bodies to ensure detailed and up-to-date understanding of their requirements to ensure engagement of DOC Policy recommendations;
  • briefs the Program Council on progress in different research projects, impact analysis and future trends; assists in developing of scientific strategy of the DOC Research Institute under supervision of the Program Council;
  • provides performance of the research projects and initiatives in accordance with the timeline and within the approved budget;
  • any other duties and or responsibilities that may be assigned from time to time.

DOC Research Institute’s Representation

  • participates actively in international policy and research networks, represents the Organization’s research related to the agenda at international conferences, forums and other events, liaising closely with external bodies/experts both within the EU and non-EU countries;
  • enhances the Organization’s position as a thought leader and a discussion forum for sustainable global development enrooted in human civilizations’ cultural heritage and diversity;
  • takes active part in activities of non-profits and NGOs, including attending meetings (internal and external);
  • represents the DOC Research Institute at regional, national and international committees, working groups and conferences;
  • any other duties and or responsibilities that may be assigned from time to time. 

Events Organization

  • plays a leadership role in the process of development of scientific program for annual key event - the Rhodes forum, and other DOC Research Institute’s events according to the established internal policies and procedures, deadlines;
  • finalizes list of experts and scientists participating in the Rhodes forum and other DOC Research Institute’s events, is responsible for engagement of related experts;
  • any other duties and or responsibilities that may be assigned.
  • General Management
  • plays a leadership role in the process of recruiting and selecting key research personnel;
  • builds and supervises research team and develops effective network between permanent staff and remote researchers across DOC Research Institute’s offices ensuring their cooperation; manages work of research team effectively and efficiently;
  • sets departmental and individual employee goals and provides regular evaluations of progress towards these goals,
  • provides quarterly referential statistics on publications;
  • ensures all research projects and initiatives are implemented in accordance with timeline and within given budgetary limits;
  • undertakes an ongoing review of activities and adjusting projects and initiatives in order to maximize the quality of outputs and outcomes.


  • Ph.D. in Economics, Social science, Political studies and International affairs preferred
  • More than 5 years in research and scientific work
  • Functioning as successful research group leader and representative of the Organization’s vision & idea
  • Extensive research experience
  • Experience working with a variety of public, private, and non-profit organizations
  • Significant international network of contacts (academia, think-tanks, NGOs)
  • Participation in Program/Scientific/Steering/Organizing Committees of Scientific/Public events (Forum, Conference, Round-table etc.)
  • Experience in project management, policy advice, as well as in handling the project funds
  • Demonstrable experience and skills in building positive and productive relationships, with colleagues and other stakeholders
  • Strong dialogical skills
  • Proficiency in English language, knowledge of at least one other language (Chinese, Arabic, French, German) is an advantage
  • Strong organizational, teamwork, time-management and problem-solving skills
  • Broad and unconventional world outlook
  • Proven ability to coordinate large-scale research projects and to supervise research activities, including the knowledge of major web search engines that index the full text or metadata of scholarly literature and other publications
  • An effective approach to managing key networks and relationships, demonstrating an appropriate balance between empowerment, support and assertiveness
  • Strong corporate ethos and effective team member, able to achieve an appropriate balance between scientific interests and organization-wide interests
  • An open and participative style with excellent leadership/communication skills
  • Willingness and ability to travel occasionally.
